Rub @unsalted butter{5%Tbs}(70 g; cold, diced) into @all-purpose flour{2 1/2%cups}(325 g), @fine sea salt{1%tsp}(6 g) and @baking powder{1/2%tsp} with your fingertips until it looks like coarse meal. Short and unleavened, not the yeasted dough the baked pastries take — this one has to fry to a crisp shell in four minutes, and a bread dough in hot oil goes to a doughnut.
